During the SONA last Monday, President Noynoy Aquino cited that only around P100-B is left out of the P1.54 trillion budget. A look at the Bureau of Treasury website shows that only P788-B has been spent. So the question is: which figure is correct? In her analysis, Prof. Winnie Monsod has also raised this doubt, saying that P-Noy’s advisers might have given inaccurate figures to the President.
